PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit device such as CMOS-IC, etc., for an electric power control, which is possible to receive a negative voltage input. SOLUTION: High voltage side VCC of a power source is connected to an end of resistor R1, the other end of the resistor R1 is connected to an end of resistor R2, the other end of the resistor R2 is connected to an end of a resistor R3 and an anode of a Zener diode ZD1, the other end of the resistor R3 is connected to a negative voltage input terminal, the anode of the Zener diode ZD1 is connected to the anode of the Zener diode ZD2, the cathode of the Zener diode ZD2 is connected to the ground GND of the power source. If the connection point of the resistor R1 and the resistor R2 is called point A, the point A is connected to a cathode of a Zener diode ZD3, and the anode of the Zener diode ZD3 is connected to the ground GND of the power source. By determining the R1, R2 and R3 so as to make the voltage at the point A to be positive, a positive voltage is input to the control circuit 2 even if a large negative voltage is input to the negative voltage input terminal.
