PROBLEM TO BE SOLVED: To manufacture a solid electrolytic capacitor having no exfoliating of solid electrolyte. SOLUTION: An anode is immersed in an oxidant solution of solvent, that has a low vapor pressure and where oxidant infiltrates inside the anode. Subsequently, it is immersed in the oxidant solution of solvent, that has high vapor pressure and moves the oxidant, which infiltrated inside the anode, to the vicinity of the outer surface of the anode. Next, it is immersed in a monomer, the oxidant is polymerized, and solid electrolyte is formed on the external surface of the anode. Thus, firm formation of the electrolyte in the inside and on the outside near the periphery of the anode can be made.
