PURPOSE: An eccentric bottom tapping hole opener of electric furnace is provided to prevent large facility accident due to outflow of molten steel by sand flowing down and molten steel outflow during operation, improve electric furnace working efficiency, and improve quality of molten steel by reducing outflow of slag existed in the furnace. CONSTITUTION: In an ordinary eccentric bottom tapping hole opener comprising a graphite(151) closely adhered to an eccentric bottom tapping hole of the upper side to seal the same, and a graphite fixing plate(152) for supporting and fixing the graphite(151), the eccentric bottom tapping hole opener of electric furnace comprises a side plate part(268) vertically formed along the circumference of the upper surface of the graphite fixing plate(152); fine adjusting bolts(262) which are penetratingly installed in a plurality of bolt holes(265) that are dispersed symmetrically centering around the central point of the graphite fixing plate(152), on the upper part of which bolt supports(264) are integrally formed, and to the lower part of which adjusting nuts(267) are connected; springs(263) which are respectively inserted into the fine adjusting bolts(262) at a position between the bolt supports(264) and the upper surface of the graphite fixing plate(152); fine adjusting nuts(266) which are respectively connected to the fine adjusting bolts(262) in the lower part of the graphite fixing plate(152) to maintain the springs(263) to a certain adjusting elevation; and a balance plate(261) which is positioned in an internal space surrounded by the side plate part(268) and dispersingly supported by the respective bolt supports(264) to receive force of restitution by the springs(263), and the upper surface of which supports the graphite(151) so that the graphite(151) is closely adhered to the eccentric bottom tapping hole of the upper side.
