PURPOSE: An apparatus and a method for preventing a call block of a voice mail box board are provided to transmit a message for canceling a call to a scenario task and cancel the call relating to the corresponding channel when sensing a CG(congestion) tone, thereby preventing a call insubordination phenomenon occurring when performing a hook-on by a subscriber. CONSTITUTION: A DSP(Digital Signal Processor)(110) senses a DTMF(Dual Tone Multi Frequency) signal and a tone signal among signals incoming through a channel connected by a call processing board. An interface stores the DTMF signal and the tone signal sensed by the DSP. A DTMF task(121) performs a polling of the interface at every polling period. The DTMF task records information on the DTMF signal when the DTMF signal is inputted and produces the DTMF signal detection message. A tone task(123) performs a polling of the interface at every polling period. When the tone signal is inputted, the tone task discriminates whether it is a CG tone produced by hooking on a handset while talking over the telephone. When it is a CG tone, the tone task produces a call cancellation message. A message queue(125) stores a DTMF detecting message and a call cancellation message received from the DTMF task and the tone task. A scenario task(127) performs a polling of the message queue at every polling period. When a call cancellation message is inputted to the message queue, the scenario task cancels the call relating to the corresponding channel by using a channel number included to the call cancellation message.
