PROBLEM TO BE SOLVED: To provide a flat group delay low pass filter capable of making it unnecessary to insert a fixed attenuator for suppressing the influence of reflection due to impedance mismatching with the other components connected before and after this filter on a circuit, and reducing the manufacturing cost and component cost and an optical signal receiver equipped with the low pass filter. SOLUTION: This flat group delay low pass filter is constituted of series elements serially connected between an input terminal and an output terminal and a shunt element whose one edge is grounded. In this case, inductors L1 and L2 are formed as the series elements, and a serial circuit constituted of resistors R1 and R2 and capacitors C'1 and C'2 connected in parallel with the series circuit are formed as the shunt elements.
