PURPOSE: A system for issuing and recognizing a giro paper including a bar code is provided to improve an efficiency of a window business by preparing, printing, and issuing a two-dimensional bar code including information such as a payer, payment contents, and an amount of payment money in a giro paper and automatically processing the information through reading and recognizing the bar code in the window. CONSTITUTION: When a giro notice corresponded to a public impost is issued from a corresponding government office, a bar code is created and stored, a giro notice is printed and issued, and a notice including a two-dimensional bar code is issued. When the user pays a charge through a financial institution window which receives a giro public impost, the bar code is read and recognized, information contents are checked, a receipt is processed, information is transmitted, and the information is processed.
