PURPOSE: Apparatus for controlling accurately a flow rate of fluid of high pressure and high capacity using the combination of orifices is provided to reduce manufacturing costs and an installation costs by using a PLC(Programmable Logic Controller) and a solenoid valve instead of using a high-priced a pressure regulator and a high-priced flow control valve. CONSTITUTION: A flow rate of the fluid having the high pressure and the high capacity is controlled by using a multi-stepped orifice and a pressure sensor. The pressure sensor is used for sensing a pressure of an outlet of the exhaust tube. In a method for controlling the flow rate, the multi-stepped orifice is sequentially opened or shut by using a PLC or a computer program for performing an automatic pressure control operation.
