PROBLEM TO BE SOLVED: To provide a packer, which produces almost no noise upon welding a packing film and is inexpensive, simple, and compact. SOLUTION: The packer comprises a first up-and-down driving means 30 arranged in a casing 11 so as to move up and down freely and moving up and down a upper seal bar 21 or a lower seal bar 22, a guide 70 for guiding the upper seal bar 21 and lower seal bar 22 or the first up-and-down driving means 30, a coupling means for coupling the lower seal bar 22 to the first up-and-down driving means 30, a coupling means for coupling the upper seal bar 21 to a moving body 30a moved up and down as the first up-and-down driving means 30 is driven, and a second up-and-down driving means 80 working in combination with the first up-and-down driving means 30 to move up and down the upper seal bar 21 and the lower seal bar 22. The first up-and-down driving means 30 works in corporation with the second up-and-down driving means 80 to move the upper seal bar 21 and the lower seal bar 22 to a seal position where the packing film is welded.
