Account information on an IC chip built in a cellular terminal is encrypted and the key is not placed in the same terminal to prevent unauthorized use. On the other hand, in order to visualize a value information held in the IC chip in offline mode, it is displayed by a particular application. After a display application is downloaded from a service provider, mutual authentication with the IC chip is performed, so that the application can be started on the terminal and the range to be visualized is registered. Accordingly, it is possible to display the account information held on the IC card or IC chip even in an offline environment.
