PROBLEM TO BE SOLVED: To provide a cast-in-site, permeable concrete which exerts good workability, even at low temperatures (around 2-10 deg.C), and shortens a curing period. SOLUTION: The concrete is made by paving a kneaded product of a composition comprising a coarse aggregate and 30-80 vol.% paste or mortar against the coarse aggregate. The paste or the mortar contains 100 pts.mass normal Portland cement or high-early-strength Portland cement, 0.1-5.0 pts.mass ultra- fine powder, 0-150 pts.mass fine aggregate, 0.1-3.0 pts.mass water reducing agent and 15-30 pts.mass water.
