PROBLEM TO BE SOLVED: To provide a substance screening means capable of clarifying a growing mechanism of hepatitis C virus and screening a substance having anti- hepatitis C virus activity from candidate substances focused on the growing mechanism. SOLUTION: The purpose can be achieved by providing this selecting method for selecting the substance having anti-hepatitis C activity from test substances by detecting the inhibiting effect to the combination of IRES of hepatitis C virus gene and 40S liposome protein S5, of the test substance on the basis of the knowledge that the hepatitis C virus-combined protein is 40S liposome protein S5 forming 40S liposome sub-unit of eucaryote.
