PROBLEM TO BE SOLVED: To provide an apparatus for expanding and contracting a member which can expand an extraction object member by heating and can contract it by cooling in a relatively short time while maintaining high current efficiency. SOLUTION: The apparatus 1 for expanding and contracting a member is provided with a first conductive body 5 arranged in an insulated state in the neighborhood of the inside peripheral surface of the tubular conductive extraction object member 4 attached inside a through hole 3 formed in a fixed member 2, a second conductive body 6 arranged in an insulated state in the neighborhood of the opening of the object member 4, a first continuity member 7 and a second continuity member 8 for partially connecting the first conductive body 5 and the second conductive body 6 with the object member 4, a power source 9 for supplying high frequency current to the electric circuit composed of the first conductive body 5, the sampling object member 4, the second conductive body 6 and the like, a fluid discharging nozzle 12 for quenching the object member 4, and so on.
