PROBLEM TO BE SOLVED: To provide an O/W-type silicone emulsion having excellent retention activity of an oily active component selected from cosmetic active components, physiologically active components and coloring components, good stability in the formulation with other components, imparting the final product with excellent surface properties and surface-protecting property and useful as an additive for cosmetics, cleaning agents, polishing agents, surface-treating agents, coating agents, etc., and provide a method for producing the silicone emulsion. SOLUTION: The O/W-type silicone emulsion contains an organopolysiloxane composition composed of (A) 5-99.99 wt.% crosslinked organopolysiloxane containing a polyoxyalkylene group and exhibiting liquid or jelly state at normal temperature and (B) 95-0.01 wt.% oily active component selected from cosmetic active components, physiologically active components and coloring components and dispersed in water in emulsified state. The invention further provides a method for the production of the silicone emulsion.
