PROBLEM TO BE SOLVED: To provide a counter stacker capable of solving problems on the counter stacker concerning the sorting and the delivery of newspapers to a paper bundle forming part. SOLUTION: A counter stacker receiving printed materials P discharged from a sorting device 2 is provided with a paper bundle forming part 140 for forming paper bundles by stocking a pre-set copies of the printed materials P, and a paper bundle pre-forming part 110 for temporarily stocking a plurality of copies of printed materials P over the paper bundle forming part 140 near a discharging opening 2a of the sorting device 2. The paper bundle pre-forming part 110 is integrally provided with a freely openable and closable shutter 114, a guide 112 for guiding printed materials P to the paper bundle forming part 140 on both side of a discharging direction above the shutter 114 and a driving means 119 for opening and closing the shutter 114.
