摘要 PROBLEM TO BE SOLVED: To provide a method and apparatus for creating low-altitude flight planning path that can always create an optimum flight planning path, having high responsibility, to frequently changing factors of a variety of flight paths. SOLUTION: The candidate of a way-point in a virtual circle with the middle point between a starting point and a destination as a center, with a distance between the starting point and destination as a diameter, is selected, based on the database of low-altitude flight path enabling actual flight within a plurality of way-points and the maneuverability of a plurality of aircraft. Then an evaluation value to every path between the way-points of the candidates selected by an evaluation means for a path is determined. A way-point between the starting point and the destination to be passed through is selected so that the integrated value of the evaluation value is minimum by a selecting means for a way-point to be passed through, and then an optimum low-altitude flight planning path, passing from the starting point to the destination through the way-point to be passed through by a extracting means for the optimum path, is extracted.
