PROBLEM TO BE SOLVED: To provide a small reducer, which can avoid an overload state by stably maintaining slipping torque during slip rotation, and to provide a geared motor having the same. SOLUTION: In the small reducer 3 having a planetary gear mechanism 5, which is composed of a sun gear 10, a planetary gear 11, a carrier 12, a fixed internal gear 13, and a rotating internal gear 14, in a case 4 and also a torque limiter for allowing the fixed internal gear 13, to slip when the planetary gear mechanism 5 has been put in a heavy load state, an annular groove 122, having a concave section, is formed on an outer peripheral surface of the fixed internal gear 13 or an inner peripheral surface of the case 4, and the torque limiter is composed of an O-ring 121 fitted to the annular groove 122.
