PROBLEM TO BE SOLVED: To reduce the number of parts required for producing a turning angle detecting device. SOLUTION: A plurality of slits for identifying presence or absence 13 which generates a reference signal and a plurality of slits for identifying presence or absence 14 which detects an absolute angle are arranged on a rotor plate 12 annularly. A plurality of slits for identifying presence or absence 17 which generates a reference signal and a plurality of slits for identifying presence or absence 18 which detects an absolute angle are arranged on a gear 16 annularly. Photoelectric sensors 19, 21 making up complex detecting means 25, 26 with a structure identical to each other detect the presence or absence of the slits for identifying presence or absence 13, 17. Photoelectric sensors 20, 22 making up a first complex detecting means 25, 26 detect the presence or absence of the slits for identifying presence or absence 14, 18.
