PROBLEM TO BE SOLVED: To realize a structure capable of preventing foreign bodies from sticking to a permanent magnet constituting an encoder and also preventing invasion of foreign bodies to a spline engaging portion between a spline hole and spline shaft. SOLUTION: The permanent magnet 27a and an external space are blocked each other from the external space by means of a seal ring 31a consisted of a core metal 29a at an external diameter side made of a non-magnetic material and a seal lip 43. An internal end portion of the spline engaging portion in an axial direction is blocked from the external space by means of a seal material 36 attachedly arranged on a core metal 26a at an internal diameter side comprising the encoder 28a.
