PROBLEM TO BE SOLVED: To provide a water bag which prevents leakage of a matter contained therein and can be utilized by uniformly and quickly absorbing water with a simple structure. SOLUTION: The water bag comprises a water permeable inner bag enclosing a water-absorbing resin powdery particulate body and an outer bag enclosing at least two or more of the inner bags, the outer bag is a bag body made of a synthetic fiber cloth having a cover factor value of 1000-1600, and the water bag is characterized in that when the water-absorbing powdery particulate body absorbs water and expands, at least a part of a sealing part of the inner bag is opened by the expansion force.
