An air inclusion detection means 70 is provided to determine that there is air inclusion in a hydraulic circuit when the response time Cnt of rising output hydraulic pressure Pm/c detected by the output hydraulic pressure detection means 21 in relation to the rising start of the brake operation quantity detected by the brake operation quantity detection means 71 is longer than a predetermined value KCnt.
