PROBLEM TO BE SOLVED: To make a proper determination reference set easily just by conducting inspection for a number of samples only once. SOLUTION: A CPU 60 of a controller 6 conducts inspection for an individual optical member contained in a sample lot, pursuant to a quality control program 62d, and stores an evaluation function F in the every optical member provided as a result of the inspection, in an evaluation function storage area 62e. The CPU 60 sorts all the stored evaluation functions in order of values thereof after the inspection, so as to be converted into a graph using as one axis a non-defective rate, which is found using total number of all the optical members as 100%.
