PROBLEM TO BE SOLVED: To surely prevent the filling of a different sort of gas, while obtaining a compact construction, facilitate the checking of a flow rate of emitted gas and enable simple regulation and operation. SOLUTION: A filling nozzle 7 is protrusively provided on the side surface of a housing 3. A gas filing port 13 is opened in the circumferential side surface of the nozzle 7, and an engagement portion 14 is provided at a predetermined position with respect to the filling port 13. The filling port 13 communicates with the interior space of a gas cylinder via a filling channel 30. A check valve 31 is disposed in the filling channel 30, which shuts off a flow from the interior space to the filling port 13. A flow regulator 21 is disposed in an outlet channel 18 that is formed in the housing 3, and an adjusting means 5 of the flow regulator 21 is arranged on the upper surface of the housing 3.
