PROBLEM TO BE SOLVED: To provide a steering gear installation method and a rotary vane steering gear, achieving less man-hours for outfitting design and outfitting work in a shipyard, reduced outfitting cost, a shorter outfitting period and improved outfitting precision. SOLUTION: A mounting base plate 54 to be loosely fitted into a hole 55 of a steering gear deck 11, a steering gear installation table 51 to be arranged on the mounting base plate 51, and the steering gear 1 to be arranged on the steering gear installation table 51 are previously made into a joint unit which is supported on the steering gear deck via a stay material 54b and an adjusting bolt 54d of the mounting base plate 54. A rubber shaft 10 is joined to the steering gear 1 to form an aggregate which is held in such a manner as to be located appropriately in the axial-center, longitudinal and cross, and vertical directions. The outer periphery edge of the mounting base plate 54 is welded to the peripheral edge of the hole 55 and the steering gear 1 is mounted on the steering gear deck 11, and then a rudder plate 18 is attached to the lower end of the rudder shaft 10.
