A hand tool facilitates the cutting to length, tautening, shaping and splicing of ribbon tape applied during a gift-wrapping process. The tool incorporates a splicing comb strip (1), a curling edge (2) and a cutting blade (3). The tool components (1, 2, 3) are arranged in a symmetrical array which is suitable for both right- and left-handed persons.
