PROBLEM TO BE SOLVED: To provide a burner for depositing soot for synthesizing quartz glass, a device for manufacturing a mother material for optical fibers, and a method for manufacturing a mother material for optical fibers, wherein the soot can be effectively deposited and the raw material gas is effectively used. SOLUTION: As the burner for depositing soot for synthesizing quartz glass, burners 14-1 and 14-2 each having an elliptic, an oblong, or a rectangular shape of outlet of flame 6 are used, and the burners 14-1 and 14-2 are rotationally moved around the axis of the injected direction of the flame 6 with correspondence to the outside diameter of the growing mother material for effectively depositing the soot and preventing the raw material gas from being wasted.
