PROBLEM TO BE SOLVED: To solve problems that nonflammable gas leaks from a burner when a flow control valve 3 is not completely closed and the flow control valve 3 cannot be opened when the safety valve is opened, though opening the flow control valve 3 regularly prevents breakdown such as clinging preferably even when the burner is not ignited in a conventional heating power controlling device in which a plurality of flow control valves 3 are connected with the downstream of a safety valve in parallel when using a plurality of flow control valves 3 opened by a stepping motor 34. SOLUTION: When the flow control valve 3 is opened by the stepping motor 34, the safety valve 2 is mounted on each flow control valve 3 respectively.
