PROBLEM TO BE SOLVED: To provide a protective bank requiring no reinforcing work for a foundation ground. SOLUTION: The protective bank 1 comprises sheet-shaped filling reinforcing materials 20 laid in respective layers constituting a filled bank 10, wall surface materials 30 covering the normal surface of each filled layer 10a, 10b, 10c and so forth, each wall surface material having an almost L-shaped section, and a hard impact receiving slab 40. One end on the normal surface side of each filling reinforcing material 20 is connected to each wall surface material 30, and the hard impact receiving slab 40 consisting of one sheet of consecutively formed slab is set on the impact receiving surface 11 of the filled bank 10 in an integral manner.
