PROBLEM TO BE SOLVED: To provide a canal which is constituted so as to have functions to efficiently manage facilities by constructing an ideal city having a living space of environment which is surrounded by a forest and water and blended with nature and providing various indispensable facilities on the life to local residents to efficiently manage city functions for environmental conservation, energy saving, and safety. SOLUTION: The canal is developed on a plain part, a channel (1) is formed into a shape of which the plane shape can be drawn with one stroke, a dam (3) is constructed at a terminal end part, a water flow generating means (6) to flow water inside the channel (1) is provided, and a plurality of indispensable facilities (5) on the life are constituted so as to be circulated on the channel (1) by the water flow.
