This invention is to prevent the network traffic at the fault from increasing. As for this invention, if a packet is received from an access server 3, an accounting server 13a of a transfer destination is specified from a user ID included in the packet data, and then the packet based on the packet data is transmitted to the accounting server 13a of the transfer destination. If a response is not received from the accounting server 13a of the transfer destination in a predetermined period, the packet data is stored into a proxy reply list, and also a response corresponding to the packet data is generated and is transmitted to the access server 3. Then, the packet data stored in the proxy reply list is read out at a predetermined timing and the accounting server 13a of the transfer destination is specified from the user ID included in the packet data, and the packet based on the read packet data is transmitted to the accounting server 13a of the transfer destination. If a response is received from the accounting server 13a of the transfer destination in the predetermined period, the response and the packet data in the proxy reply list are discarded.
