PROBLEM TO BE SOLVED: To securely seal a relatively rotatable vessel and a head cover even if they are in rotation or stop state. SOLUTION: A side cover component 72 that enters the inside of the vessel 2 in a predetermined volume from the top of the vessel is installed to the head cover so that it has a predetermined space from the inner wall 19 of the vessel body 2. A seal flange 80 is arranged at the predetermined position of the side cover component 72 of the upper flange 79. The secure sealing is accomplished between the seal flange 80 and the upper flange 79 by making a predetermined space g between both flanges 79, 80 when the vessel 2 and the head cover are relatively rotated and a seal component 81 is installed to seal the space between both flanges 79, 80 when the vessel 2 and the head cover are stopped.
