PROBLEM TO BE SOLVED: To provide a method for treating incineration ash having an energetic advantage, capable of saving a space and hardly conducting re-synthesis of dioxins, and to provide a device for treating the incineration ash capable of suitably being used for the method, hardly occurring adhesion of a material to be treated to a furnace wall and excellently conducting agitation of the material to be treated or the like. SOLUTION: In the method for treating the incineration ash, the incineration ash is moved and heated inside a heating device 10 and an organic chlorine compound contained in the incineration ash is decomposed. In the method, the incineration ash is preheated by heat exchange with the material to be treated in a region at a preceding stage side of an outward route using the heating device 10 having the outward and a homeward routes for the material to be treated partitioned by a heat transfer material. After that, the incineration ash is heated at 400-500 deg.C in each region at a post stage side of the outward route or a preceding stage side of the homeward route. Then, the material to be treated is cooled in a region at a post stage side of the homeward route by the heat exchange with the incineration ash.
