PROBLEM TO BE SOLVED: To prevent the evolution of chlorine gas in the case where an electrolyte solution is electrolyzed by d.c. to provide alkaline electrolyzed water for cleaning and electrolyzed water for sterilization. SOLUTION: In electrolyzing an electrolyte solution by d.c. to provide alkaline electrolyzed water for cleaning and a hypochlorite solution for sterilization, the electrolyte solution is previously rendered alkaline, whereby chlorine gas evolved on the anode side is rapidly absorbed in and neutralized with the alkaline solution to prevent the chlorine gas from being scattered and released into the outside of the system and thus to prevent a deterioration in environment and rusting.
