PURPOSE: An adaptive motion compensation type frame and/or device for converting rate, and method thereof are provided to apply different motion compensation methods to blocks according to motion information, thereby obtaining a better quality of pictures. CONSTITUTION: A motion estimating element(210) estimates a motion vector to an interpolated frame and/or field, by using a motion vector between frames and/or fields. A motion analyzing element(230) analyzes the estimated motion vector for deciding motion information and calculating correlation with motion vectors of peripheral blocks. A motion compensation interpolating element(220) executes motion compensation at the interpolated frame and/or field by using the estimated motion vector, so that an interpolated pixel is generated. A linear interpolating element(240) generates an interpolated pixel by using an interpolated pixel in a neighboring frame and/or field and neighboring pixels. An adaptive motion compensating element(250) outputs the pixels generated in the motion compensation interpolating element and the linear interpolating element as interpolated pixel values.
