<p>An apparatus and method for performing spatial scalable compression of video information captured in a plurality of frames is disclosed. A base layer encoder uses a first coding standard to encode a bitstream. An enhancement layer encoder uses a second coding standard to encode a residual signal, wherein the residual signal being the difference between the original frames and the upscaled frames from the base layer.</p> |
