PURPOSE: An apparatus for generating an emergency call signal by voice recognition is provided to output a signal informing an emergency by recognizing the same voice as a voice stored to inform an emergency. CONSTITUTION: A communication control part(13) is connected to a central control unit(11) through a telephone line or a wireless communication network(12) and transmits emergency and location information to the central control unit. An input part(14) selects a voice storing mode or a voice recognition mode by a user. A voice recognition module(17) converts voice of the user inputted through a micro phone(16) and then outputs it as a digital signal. A comparator unit(18) is controlled by a controller(15) and compares voice inputted through the voice recognition module with voice stored in advance, and thus checks emergency. A non-volatile memory(19) is controlled by the controller, and stores voice to recognize an emergency inputted through the micro phone and then outputs it. A memory(20) is controlled by the controller and stores input/output data temporarily. And a display part(21) is controlled by the controller, and informs state according to operation to external users.
