PURPOSE: A method for controlling a data transfer rate of a satellite communication network is provided to notify buffer capacity information of a current satellite switch to each subscriber device, and to enable each subscriber device to regulate a transfer rate of satellite data communication, so as to prevent congestion of a satellite switch buffer and effectively operate a transfer band. CONSTITUTION: If a data transfer service is started and data transfer is performed to a communication satellited from a subscriber device at an initial satellite data communication transfer rate(10), current buffer capacity information of a satellite switch used in the satellite is notified to each subscriber device(11). The subscriber device decides whether the current buffer capacity is larger or smaller than a preset threshold(12). If smaller, the subscriber device increases the transfer rate of the satellite data communication(13). If larger in the step 12, the subscriber device decides whether a state is a buffer capacity increasing state from the buffer capacity information(14). If so, the subscriber device reduces the transfer rate of the satellite data communication(15), and if not, the subscriber device maintains a current state in the transfer rate of the satellite data communication(16).
