A credit card owner (tourist) (100) registers his/her credit card and purchases a commodity in a domestic store (102) using the registered credit card. The store (102) transmits purchase information (purchase history information) to a card company (101). The credit card owner (tourist) (100) performs embarkation procedure and receives an application form (105) output from an information terminal apparatus installed in advance. The application form (105) is created by the card company (101) and output to the information terminal apparatus. The tourist (100) brings his/her passport (104) and the application form (105) to a duty exemption application window (106) where the duty exemption application procedure is performed. Moreover, a commodity purchased (107) is delivered to the duty exemption application window (106) of an airport from which the tourist is departing. Thus, it is possible to effectively perform duty exemption application and a series of processes including money return for the duty exemption application.
