PURPOSE: A device for operating a spare tire carrier of a vehicle is provided to assemble and remove a spare tire as a hand crank-separable type, without using a chain block. CONSTITUTION: A device for operating a spare tire carrier of a vehicle comprises a hoist arm(7) fitted into a mounting bracket fixed to a vehicle body; a driving pulley(10) rotatably installed to the hoist arm, to wind or unwind a cable(9) according to rotation of a handle(8); a mount(11) fixed around a spare tire(3) mounted outside the vehicle body; an extension joined to the mount, with a washer and a nut and fixed to one end of the hoist arm, with a safety pin(12) and a split pin, in assembling and removing the spare tire; and a slave pulley(17) rotatably installed to the end of the extension, to guide the cable. Thus, work efficiency in changing the spare tire is improved.
