PURPOSE: A TTS(Text-To-Speech) converting device in a wireless communication terminal and a method thereof are provided to connect a DM(Diagnostic Monitor) port of the terminal, so that persons unfamiliar with text can easily use an SMS(Short Message Service) and a WAP(Wireless Application Protocol) service. CONSTITUTION: A communication unit(21) downloads WML(Wireless Markup Language) and text including numbers, the alphabet and marks from a wireless communication terminal. A TTS converting unit(22) converts the WML delivered through the communication unit(21) into text, and converts the corresponding text, in which the numbers, alphabet and marks are included, into speech in compliance with a pronunciation rule by each word-phrase based on a speech database. Then, the TTS converting unit(22) synthesizes the speech converted according to word-phrases. A speaker(23) outputs sound synthesized by the TTS converting unit(22). And the communication unit(21) downloads the WML and text through a DM port of the wireless communication terminal.
