A video signal recording/reproducing apparatus includes a first moving picture information compression encoder (2) for compressing/encoding a video signal from a camera unit 1 as a moving picture, a second still image information compression encoder (4) for compressing/encoding an input video signal as a still image, and recording means (3) for recording both of a first compressed signal obtained by the first compression encoder (2) and a second compressed signal obtained by the second compression encoder (4) in memory means (6). The compression encoders (2) and (4) pick up an image according to independent shutters (12) and (13), respectively.
