The apparatus has a movable core (25) supported by a single-piece stationary core (12) with two ends. An attracting unit (20) located in inner wall of the stationary core is placed face to face with movable core and a coil disposed on outer periphery of the stationary coil generates magnetic attractive force between them. A valve unit placed adjacent to the attracting unit controls a flow rate in a flow passage.
