PURPOSE: To reduce a running cost of air conditioning facility by operating the air conditioning facility using a public line of telecommunication. CONSTITUTION: An air conditioning facility management controller for managing and controlling the air conditioning facility provided with a equipment information data base storing equipment characteristic data of equipments constituting the air conditioning facility, a fuel and power rates data base storing data of price and rates of gas, petroleum, and electric power, an equipment characteristic and price data base, an air conditioning facility simulator calculating running cost using the data in the fuel and power rates data base, a management server provided with a communication means for communication through a network, and a communication means for communication through the network is connected with the network. An operation plan is prepared by the management server and is sent to the air conditioning facility management controller controlling the air conditioning facility through the network to control and operate the air conditioning facility in accordance with the operation plan prepared by the management server.
