PROBLEM TO BE SOLVED: To allocate a radio channel of fastest communication as possible to a mobile station which changes communication speeds according to the allocated radio channel. SOLUTION: The mobile station changes the data communication speed according to the frequency interval between uplink channel and downlink channel. A control station which controls allocation of radio channel to the mobile station, knows frequency interval between the uplink channel and downlink channel. The control station, when allocating a radio channel to the mobile station, selects such radio channel from among a plurality of radio channels as allows fast communication of the mobile station, and allocates the radio channel to the mobile station with priority. As a result, the probability of the mobile station to be allocated with a radio channel for fast communication is raised.
