PROBLEM TO BE SOLVED: To dynamically change the allotment of resources to the user, according to load, when the load on the user changes, and also to keep the security of every user, at a data center. SOLUTION: The control program on the control server C0 of a data center makes a VLAN constitution table so as to allot a private VLAN including a plurality of network switches to every user and corporation, and sets the relevant ports of a load disperser LB01 and network switches SW01 and SW02 allotted to the user to VLAN for exclusive use of the user. Moreover, VPN is set from the user to the data center, and the security of the user is secured throughout from the user to the data center by adopting the technique of VLAN tagging. Moreover, the control program compares a user qualification setting table, which is made along a service level contract different for every user, with the operation state monitoring results of a computer, and dynamically changes the allotment of computers and VLAN constitution when it does not meet the terms of the contract.
