PROBLEM TO BE SOLVED: To reduce necessary memory quantity when a display picture is generated after compressed picture encoding data is decoded. SOLUTION: Two frame memories FM1 and FM2 disposed in a decoding part 102 decoding compressed picture data by using a prediction reference picture are made common as a frame memory for generating display picture and a frame memory for displaying display picture. Thus, necessary memory quantity can be reduced and a circuit scale is made small since the frame memories for generating display picture and for displaying display picture are not necessary to be separately disposed.
