PROBLEM TO BE SOLVED: To make compatible an information distribution and a decrease in an information deterioration in a large amount of data of video and audio, or the like. SOLUTION: In an information distribution from a transmission station 1 to a reception station 2, when a loss of packets is high in a UDP at an early stage, information is transmitted by switching to a TCP/IP via the transmission station 1 side or a relay server. At normal times, a one way traffic information distribution is carried out effectively by the UDP, and simultaneously, when the loss of the information is increased, retransmission or the like is made by the TCP/IP, while a deterioration of the information can easily be decreased.
