PROBLEM TO BE SOLVED: To provide a device that allows a call without excessively preventing smooth speech on a mobile communication equipment or degrading confortableness in driving a car, by appropriately judging a reserve capacity in operation of a driver. SOLUTION: The call control system controls a call on a portable telephone installed in a passenger cabin of a car according to driving state of the car. It comprises a voice input/output part which is connected to the portable telephone and delivers the voice of the other side from a speaker during a call while collecting the voice in a passenger cabin and transmitting it to the other party, a driving state acquiring part which acquires behavior of the car and the information of a road the car is running on, a reserve capacity calculating part which calculates the reserve capacity of the driver in operation based on the acquired information, and a call control part which decides holding, resumption, or recording of a call based on the calculated reserve-capacity.
