PROBLEM TO BE SOLVED: To attain wholesaling of VoIP (voice over IP) services among enterprises so as to allow a VoIP service retailer to be able to readily provide the VoIP services without the need for a call controller. SOLUTION: A VoIP service wholesaling enterprise A manages and operates a call controller 1, a telephone number management device 2, and a change calculation device 3. The telephone number management device 2 manages telephone numbers and an enterprise number of the VoIP service wholesaling enterprise A. The charge calculating device 3 calculates charges imposed by the VoIP service wholesaling enterprise A onto VoIP retail enterprises B1 , B2 .
