PROBLEM TO BE SOLVED: To prevent an increase of an offset toner accompanying the lowering in the release property of a releasable layer of the front layer of a fixing roller and an image staining due to the increase of the offset toner and to prolong the life of the fixing roller. SOLUTION: The fixing roller 1 having a heating source 1e on an inner side is constituted by disposing a primer layer (b) on a conductive arbor 1d and further disposing the releasable layer 1a thereon. In fixing, the offset toners sticking to the surface of the releasable layer 1a are removed by rubbing a fixing web 11 containing a silicone oil against the surface. The releasable layer 1a is formed of a polytetrafluoroethylene and a polytetrafluoroetylene perfluoroalkylvinyl ether copolymer by setting both in such a manner that their compounding ratio attains 8:2 to 1:9, thereby, the increase of the offset toner is prevented and the life of the fixing roller 1 can be prolonged.
