PROBLEM TO BE SOLVED: To provide a transmission power setting method, a mobile communication system, and a base station for properly setting the transmission power of each time slot in the case of assigning a plurality of time slots to a downlink at once. SOLUTION: The mobile communication system 100 sets the transmission power to each of a plurality of downlink time slots assigned at once to the down link on the basis of reception quality in a mobile station 110 for receiving a plurality of downlink time slots having been assigned at once to the down link just before and reception power in a base station 120 for receiving one or a plurality of downlink time slots having been assigned at once to an uplink just before.
